After realisation The Conception it will be possible to create intensive yachting in Russia and close the loop of the yachting and passenger traffic , provided convenient connecting of the Black Sea and the Mediterranean Sea waters with inland Russian waterways.

The Conception for infrastructure development of yachting and sea transport (the Conception) is designed to ensure integrated development of the Black Sea and the Sea of Azov coastline. The main aims of this are increasing opportunities and qualitative levels of yachting tourism, water sports and coastal passenger traffic , creating convenient and accessible recreational environment, increasing of domestic and inbound tourism.
The Conception for infrastructure development of yachting and coastal traffic has strategic importance to ensure integrated development of the Black Sea and the Sea of Azov coastline.

investment appeal for of yachting and related activities

The current state of yachting and coastal traffic infrastructure

On the coast of the Sea of Azov and the Black Sea there are several marines for yachting. For example, on the Black Sea coast there are just two marines of the second generation-Grand Marine in the Sochi port and Imeretian in Adler district. Other ones as Anapa marine, Alexino, Russian sea in Novorossiysk etc. are not high- grad due to many factors. Besides, coastal settlements have docks with different technical states. The first marine of the 3rd generation is currently under the construction in Gelendzhik. The marine is suitable for 250 yachts (length to 75m). It will be also include a passenger terminal for local ships.
On the Crimea coast there is one high-grand marine in Balaklava Bay. Other ones ensure a safe anchorage for ships but they are not marines in the modern sense.
The coast of the Sea of Azov does not have any marines. No Russian city on the coast of the Sea of Azov and the Black Sea can qualify for modern sea resort with no yachting marines. Passenger traffic is being reborn with many difficulties as there are no passenger ships for long- distance and local traffic. Besides, there is no base for technical maintenance and protected and waterfront system.

The main goal of the Conception is to develop proposals for establishing of marines’ nets as a basis of intensive yachting , ensuring safe yachting tourism and passenger traffic and formation of modern convenient environment attractive for yachting development and inbound tourism

improving the level of urban planning safety for coast areas;
prevention of haphazard building on the coastal zone;
establishment area of intensive yachting as an element of the Mediterranean Sea tourism;

For preventing the occurrence of risks during realisation of the Conception the following measures must be taken:
а) to exclude the opportunity of diversion of areas and waters
Impossibility to reserve parts of waters for yachting infrastructure can lead to different using of them. Current laws and regulations are not allowed to develop and approve documentation at the Entity level , that can ensure opportunity to reserve areas and waters for location of sea tourism facilities and sea transport
б) demonstration of state’s interest in attracting investments.
ACTION PLAN FOR THE IMPLEMENTATION OF THE PROJECT
The conception must be made a part of the Tourism Strategy of The Russian Federation and New National tourism project (the section of yachting development) up to 2035
Amendment to the law and regulations, strategic documentaries of the planning, providing effective implementation of the Conception
The development of regulatory and technical documentation for the design of the yachting objects
Development of the specific recommendations on using public-private partnership for marine design
Investment projects for development yachting facilities and artificial areas must be made a priority with benefit and preference for investors
Preparing the assignments for region administrations to undertake an inventory, reserving areas and waters for yachting infrastructure based on the layout of the placement of the yachting objects and sea transport on the coast of the Sea of Azov and the Black Sea, to develop documentation for area planning of the objects
Recommending to entities of the Russian Federation during development of planning and other documents take into account the forward plans for development of yachting tourism infrastructure
